Overview
The Saint Michael College, Cantilan, Incorporated (SMCCI) Libraries serve as an essential resource center, supporting the institution’s educational goals and catering to the information needs of students, faculty, and staff. SMCCI houses three dedicated libraries: the Elementary Library, Junior/Senior High School Library, and College Library, each conveniently located within their respective department buildings.
The College Library, situated on the second floor of the College Building’s west wing, provides comprehensive resources across various formats to align with and enhance the college curriculum. A standout feature of the College Library is the Cantilan Studies Center, which preserves and showcases special collections that focus on Cantilan’s local history, culture, and heritage.
In terms of services, the library offers extensive support, including circulation and reserve services, reference and information assistance, library instruction, document delivery, remote access to electronic resources, and facilities for printing and photocopying. The library’s physical infrastructure includes a discussion room, an electronic library, and internet facilities, providing a conducive space for collaborative learning and independent research. This array of resources and services underscores SMCCI Library’s role in fostering a vibrant academic community.

Your Attractive Heading1. General Reference Section – Resources in this section are all general references, including the collection of encyclopedias, almanacs, annuals, atlas, bibliographies, directories, dictionaries, gazetteers, indexes, yearbook, manuals, guides and others. These sources are used for further references, studies, and research. These are intended for “library use only” unless these resources will be used in their actual class discussions.
2. Periodical Section – Houses the bound and unbound magazines, journals, and newspapers. Periodical materials are to be read inside the library only, unless these resources will be used in their actual class discussions.
3. Fiction Section – Books in this area are for leisure time reading and arranged according to the author’s surname in alphabetical order. Users can borrow fiction books for one (1) week only.
4. General Education Section – Shelved in this area are books that support the Core Curriculum, a set of general education course requirements that all students, regardless of their major, must meet. Examples of these are books about mathematics, English, science, social sciences, etc. The books are classified into two major areas: (1) FILIPINIANA and (2) FOREIGN BOOKS.
5. Business Administration Section – Books in this area are all about business administration including the fields like marketing management, commerce, financial management, entrepreneurship, accounting technology, accountancy, and other business-related subjects.
6. Computer and Information Studies Section – Shelved in this area are books that deal with the theory and methods of processing information in digital computers, the design of computer hardware and software, and the applications of computers and subjects about technology involving the development, maintenance, and use of computer systems, software, and networks for the processing and distribution of data.
7. Teacher Education Section – Houses the books that are mainly about the teaching profession and topics/subjects related to education including its philosophy, principles, history, foundation, psychology, strategies and methods, laws, etc.
8. Tourism Section – Houses books about tourism including its major fields like travel management, theory and practice of touring, the business of attracting, accommodating, and entertaining tourists, and the business of operating tours.
9. Cantilan Studies Center– Houses special collections that are generally characterized by their historical value despite their physical condition, uniqueness, or rarity, and/or an institutional commitment to long-term preservation and access. The CSC is a library, archive, and research center for studies pertaining to Cantilan, including the broader CCMCL area. It focuses on studying, documenting, preserving, and disseminating knowledge about the rich and diverse historical and cultural heritage of Cantilan.

CIRCULATION PROCESSES FOR STUDENTS, FACULTY, STAFF, AND SPECIAL RESEARCHERS
Circulation Process for Students and Special Researchers
Library Orientation
- The librarian sends letters/memos to the principals, instructors, and advisers informing them about the library orientation schedule for their designated classes.
- Only grades 4-7 & 11, college freshmen, and transferees are obliged to attend library orientation.
- The librarian also gives flyers to the pupils and students.
- After orientation, the students may now borrow books or other library materials.
Checking out of Books/Inside Reading
- The user fills out the borrower’s/library card and book card.
- The user presents and fills out his/her borrower’s/library card before the book(s) will be checked out.
- Only inside reading is allowed for the special researchers. They are also required to fill out the researcher’s logbook.
Checking In/Returning of Books
- The user returns the book to the circulation section.
- The circulation-in-charge checks the condition of the book if it’s damaged, mutilated, or not.
- If not damaged, the circulation in charge fills out the book card, specifically on the date returned column.
- The circulation-in-charge inserts the book card in the book pocket.
- The circulation officer returns the borrower’s/library card to the user, and he/she may now leave after the verification.
CIRCULATION PROCESS FOR FACULTY AND STAFF
Current Awareness Services
- The librarian also posts the list of newly purchased book on the bulletin board.
- The librarian displays newly arrived/processed books on the “New Arrival Shelf.”
Checking Out of Books/Inside Reading
- The user fills out the book card and the faculty/staff’s borrower’s/Library card before the book/s will be checked out.
- For inside use, the user fills out the book card before he/she will be allowed to read the book.
- The circulation-in-charge puts the book card and the borrower’s card inside the user’s designated envelope.

To maintain an effective library environment, the cooperation of all users is essential. Please adhere to the following rules:
- Silence: Maintain a quiet atmosphere. Idle conversation, loud laughter, and unnecessary noise should be avoided. Conversations should be conducted in subdued tones.
- Users engaging in disruptive behavior will be asked to leave.
- Class projects requiring Manila paper, scissors, and similar materials should not be conducted inside the library.
- Classes and group meetings are not permitted. A discussion room is available for small groups.
- Electronic devices should be set to silent mode. Calls must be taken outside the library.
- Noise-producing devices, including iPods and similar gadgets, are not allowed.
- Laptops may only be used in designated areas.
- Smoking, eating, drinking, and sleeping in the library are prohibited.
- On Saturdays, students wearing slippers, shorts, and spaghetti straps are not allowed entry.
- Books should not be returned to shelves; please place them on the book cart. Exceptions apply to individual volumes in a set.
- Chairs should be moved quietly, and tables should be left clean and orderly.
- Control Procedures:
· Users must wear complete school uniforms in the library.
· Large bags must be left at the deposit counter. Do not leave valuables.
Upon exiting, users must show bag contents and due slips for borrowed materials. - Library reservations for class research must be made three days in advance, with prior approval from the Department Head or Dean.
- Research pass forms, approved by the Department Head or Dean, are required for students visiting the library during class hours.
- Use of E-Library:
· The E-Library is open during regular library hours and is designated for research and educational purposes.
· Students may access E-Library services for ten hours per semester; faculty may use it exclusively for research.
Prohibited activities include gaming, social media use (except YouTube), downloading, and viewing inappropriate content.
RULES ON BORROWING OF MATERIALS
- Stack Books (Non-Reserve books):
One (1) week, renewable for another week unless requested by another patron. - Reserve Books:
2.1 Are issued for one hour at a time for use within the library only. Extensions for additional hours are granted unless there is a prior request from another user.
2.2 May be borrowed for home study overnight; however, one-copy reserve books are not available for loan. During examination weeks, reserve books cannot be borrowed.
2.3 Faculty members select books for the Reserve Section. These are books set aside for recommended readings for their classes, withdrawn from the open stacks collection and placed in the Reserve Section. - The following types of materials are read only in the library; they are not circulated for home use:
3.1 General References, such as encyclopedias, dictionaries, thesaurus, atlases, maps, and the like.
3.2 Periodicals (magazines, newspapers, journals and the like).
3.3 Vertical File Materials (pamphlets, clippings, etc.)
3.4 Dissertation, Thesis and Feasibility Study Materials. - Maximum number of books that may be borrowed at a time.
4.1 Students are allowed to borrow three (3) stack books and one (1) reserve book at a time.
4.2 Bonafide SMCCI faculty members are allowed to borrow for the length of one (1) semester, a minimum of one (1) reference book up to a maximum of three (3) books for every subject they teach. - Every Library clientele is discouraged to borrow books for their family members or friends.
- Borrowing by proxy and authorization letter is not allowed.
- Borrowed Library materials are subject to recall upon expiration of the loan period or at any time, if needed for class use.
- Borrowing Privileges:
Bonafide administrator, faculty, staff and students of Saint Michael College, Cantilan, Incorporated, Cantilan, Surigao del Sur may borrow materials for home used from the Circulation Section upon presentation of a valid identification card. The kind and number of books that may be borrowed and the duration of the loan vary on user status and book classification. Books in the Reference Section, Periodicals, and Theses cannot be loaned out. - Access
9.1 All library services and facilities are open to all bonafide students, employees and alumni of Saint Michael College, Cantilan, Incorporated, Cantilan, Surigao del Sur upon presentation of a valid Identification card.
9.2 Researchers from other institutions may use the library for a nominal fee of P100.00 for a whole day research work and upon presentation of a valid ID together with a referral letter from the Head Librarian of his/her institution.
FINES AND OTHER PENALTIES
A. Overdue Books
For overdue books the following fines are imposed:
a. Stack books (non-reserved books) -P5.00 a day, including Sundays and holidays.
b. Books on Reserve – P10.00 the first hour or a fraction of the first hour, P5.00 per hour for the second and succeeding hours, including Sundays and holidays.
B. Fines must be paid to the Librarian within one (1) week from the date the fine was imposed.
C. Users with overdue books or standing accounts will not be allowed to borrow until the accounts are settled and the overdue books are renewed or returned
D. Faculty members are not charged with overdue fines; however, they cannot borrow until the overdue library materials are returned or renewed. Books to be renewed should be brought to the library for proper processing and recording
E. Lost Books
When a book is lost, the borrower should immediately report the loss to the Librarian. Otherwise, if the book becomes overdue, the borrower will have to pay the overdue fine incurred until the day the loss is reported, in addition to paying for the current replacement or cost of the book.
F. Discipline
Students who fail to observe Library regulations and procedures will be referred to the Dean for disciplinary action.
G. Stealing and mutilating books are serious offenses and will be dealt with more strictly.
a. Anyone found guilty of stealing any Library material will be liable to grave disciplinary action sanctioned by the CHED, depending on the gravity of the offense; in addition, he/she will be made to pay a fine of P500.00, plus the current cost of acquiring a replacement.
b. Anyone found guilty of mutilating any Library material will be liable to grave disciplinary action as stipulated in the student handbook, depending on the gravity of the offense; in addition, he/she will be made to pay a fine of P250.00, plus the current cost of acquiring a replacement.
UTILIZATION PROCESS FOR DISCUSSION ROOM AND E-LIBRARY
A. Inquiry for Availability/Reservation
- The user inquires for availability of the Discussion room/E-sources Room and asks permission from the librarian to allow them to utilize the said facilities.
- The librarian checks the reservation form/log book if there are available schedules.
B. Scheduling
- If there are available schedules, the librarian approves the request of the user to utilize the said facilities.
- The leader/teacher fills out the reservation form a day before the scheduled date.
Electronic Library (e- library)
1. Students should sign up first on the log sheet/log book upon entering the e- library.
2. A student is given only ten (10) hours to use a computer unit per semester.
4. Online games, chatting, downloading of phonographic sites and hacking are strictly prohibited.
5. Users are required to bring their own Flash drives to save files.
6. Playing, eating, talking loudly, and drinking are strictly prohibited inside the e- library.
7. Arrange the chairs before leaving the e- library.
8. Silence must be observed while inside the e – library.
Instructional Materials
- Users should fill out the borrower’s/library card before borrowing the instructional materials.
- Only the library ID card or borrower card must be presented before borrowing DVDs, CDs, and other IM materials.
- Students are allowed to borrow maps, charts, DVDs, CDs, cassette tapes, VHS, and others, but for class discussion and reporting only.
Discussion Room
1. Users should fill out the Discussion room reservation form before using the discussion room.
2. The discussion rooms are available for use by all bona fide students, faculty, and staff of SMCCI.
3. Minimum of 6 persons and maximum of 10 persons are allowed to use the discussion room at a time.
4. Use of the room is on a first-come-first-serve basis. Reservation is allowed.
5. Reservation can be made a day before the intended date of use.
6. The leader of the group or teacher/instructor will be responsible for the reservation.
7. The librarian has the right to cancel reservation of groups who fail to show up 15 minutes after the scheduled time.
8. Users of the room shall be held liable for damages and/or losses caused by negligent use of the facility.
9. Eating, Playing cards, film showing, chatting, sleeping, leaving personal belongings unattended and bringing additional chairs are prohibited inside the discussion rooms.
10. The librarians/library staff has the right to approve/disapprove the use of the discussion rooms.
USE OF THE CANTILAN STUDIES CENTER (CSC)
Description
The Cantilan Studies Center is a library, archive, and research center for studies pertaining to Cantilan, including the broader CCMCL area. It focuses on studying, documenting, preserving, and disseminating knowledge about the rich and diverse historical and cultural heritage of Cantilan.
Vision
Cantilan Studies Center envisions to become the nucleus of local studies in Cantilan – a place where students, scholars, and local inhabitants can study and explore the town’s rich legacy, the evolving present, and promising future.
Mission
Cantilan Studies Center (CSC) offers resources for research concerning Cantilan. It aims to safeguard and celebrate the distinctive culture and heritage of Cantilan while enriching the scholarly contributions of Saint Michael College, Cantilan, Incorporated in the realm of research and academics
Objectives
Specifically, Cantilan Studies Center intends to:
a. foster appreciation and interest in the history and culture of Cantilan by hosting events within and beyond the community;
b. collect materials concerning Cantilan and its surroundings in various formats, including photo duplicates, purchases, gifts, loans, and donations;
c. engage faculty, students, and stakeholders in undertaking research on Cantilan; and
d. establish and maintain active connections with local, national, and international agencies and institutions.
Guidelines
General Access
- The center is open to students, scholars, researchers, and community members interested in Cantilan studies. All users are required to register/login upon entry.
- The center operates based on the following schedule:
Monday – Friday 8:00 a.m. – 5:00 p.m. (no noon break)
Saturday 8:00 a.m. – 12:00 noon - For SMCCI users: Present validated I.D. in every library transaction.
- For non-SMCCI users: A fee of Php 100.00 is required for outside researchers, valid for one day’s access. Payment must be made at the Finance Office prior to using the center’s facilities. Receipt must be presented upon entry. Visiting researchers are accommodated from Monday to Saturday.
- Maintain a respectful environment. Refrain from loud conversations and disruptive behavior.

f. Michaelinian Collection - Access to archival section is by request. Users are requested to complete the request form. If the documents is available in a digitized format, only in that format will the document be made available.
- The Center reserves the right to deny access to records (and their reproduction) that are confidential in nature and/or those that are not physically stable. Those records deemed to be too fragile or damaged to be handled will not be accessible. Wherever possible a copy will be made available.
- All materials are strictly for room use only. The library/Center staff are the only authorized personnel that can retrieve and return the requested materials in their storage area.
- In order to ensure the security of the records, no access to the records storage areas will be permitted.
- If assistance is needed, please consult with the librarian or resource officer on duty.
Resource Handling
General Rules:
- All materials must be handled with care.
- Users are not allowed write on them, lean on, fold nor tear the pages.
- General library rules/guidelines must be followed.
- The Center is committed to preserving materials. If you notice any damage to resources, please report it to staff immediately.
Handling Archival Materials:
When allowed access to archival materials, users are expected to observe the following:
- Use only one file/document at a time. Remove only one document from a file/box at a time.
- Do not place notebooks, notepaper, or computers on top of material. Materials should not be written on, erased on, leaned on, folded anew, traced, or handled in any way likely to inflict damage.
- Keep all materials flat on the table. Do not hold documents while reading them, remove them from their file folders, or change the order of documents within the file folders.
- Do not place archival materials in your lap or prop them against the edge of the table. If necessary, use foam supports with fragile bound materials; Book stands and book weights to hold pages open are available from the library staff member.
- Do not rearrange any items within a folder or any folders within a box.
- Do not record, reproduce, or disclose sensitive or confidential information which may be included in requested materials. Such material includes, but is not limited to, personally identifiable information; privileged information; and certain other educational, medical, financial, criminal, human resources, or personnel information or documentation. Please alert the Center/library staff member if such material is found.
- Handle all items with care. Ensure that hands are clean before handling materials. White cotton gloves will be provided when handling photographic materials.
Copying/Reproduction/Use of Cameras
- The reproduction of documents/records for private use by any method will normally be permitted, unless copyright restrictions or conservation considerations suggest otherwise. Readers are not permitted to make a copy in any manner without acquiring the permission of the Center Director.
- Photocopying service is available in the library. All items to be copied are subject to the approval of the Director. A form for this purpose must be completed. Some material cannot be photocopied due to physical condition or other restrictions.
- The use of digital cameras (without flash) is allowed and encouraged for users who wish to use materials under “fair-use.”

Permission to use archival materials does not include the permission to publish the information found within them. The researcher assumes full responsibility for complying with applicable copyright law.
Researchers must secure written permission to publish, reprint, or reproduce materials.
When practical, please provide the CSC with a courtesy copy of publications or products made possible by extensive research in our holdings.
Collections Development
- Cantilan Studies Center accepts any donations from homes and places where Cantilan /CarCanMadCarLan-related materials are merely neglected. In giving these valuable cultural materials to the Center, the donors contribute to the development and preservation of Cantilan’s heritage.
- The library also collects Cantilan-related/CarCanMadCarLan materials and processes them where they could be very useful for students and other researchers’ academic purposes.
- Faculty, students, and stakeholders are encouraged to contribute to the center’s growing collection through collaborative research and data sharing from personal, municipal and provincial archives.
Others
- For activities such as heritage tours or the recording of local customs, please coordinate with CSC Director to ensure proper support and resources.
- The center welcomes feedback to improve services and offerings. Suggestion forms are available.
Reprographic Services
1. Photocopying Services /Printing Services
a. A photocopying machine is accessible to all patrons who wish to photocopy any document or resource.
b. Photocopying is available to all library users of Saint Michael College, Cantilan, Inc.
c. Photocopying of any page of unpublished manuscripts are not permitted.
d. Two peso is charged for every bond paper, either long or short.
2. Printing Services
a. Printing services are accessible to all library patrons who wish to print out their saved computer files and documents.
b. Printing service is a first-come-first-serve basis.
c. Printing of multiple copies of documents like flyers, pictures/ photos is allowed.
d. The price of printing varies depending on the amount of colors being used and the included pictures/photos.
